今回は、WIREDの詐欺拠点に関する報道でサイバー犯罪の実態を内部告発した、「レッドブル」ことモハマド・ムザヒルとの対談の後編です。前編では、偽の求人にだまされてラオスのゴールデン・トライアングル地域にある詐欺拠点に連れていかれた経緯や、強制的に働かされる人々に台本、なりすまし用の人物設定、盗まれたアカウントが渡されていたことを、モハマドが語りました。今回は、人々がそこから逃げられない理由、ディープフェイクによって架空の人物に信憑性を持たせる手口、そして彼がついに脱出するまでの経緯を掘り下げます。この対談では人身売買、暴力、汚職を取り上げており、モハマドはすべて自らの体験に基づいて語っています。

モハンマドはどのように脱出したのか

モハマドは、自分の体験をすべて語ると長くなるとし、詳しくはWIREDの記事とWIRED Hack Labの動画を参照してほしいとリスナーに伝えています。施設を出たとき、ラオスでの滞在期限を超過していたため、有効なビザを持っていませんでした。彼は入国管理局へ行き、自分は人身売買の被害者であり、不法滞在の罰金を払えないため、出国するには人道的配慮に基づくビザが必要だと説明する申請書を書きました。しかし、職員は助けを求める彼を断り、上の階にあった人身売買被害者を支援するNGOにも援助を断られました。罰金は85ドルでした。WIREDのアンディ・グリーンバーグは、倫理上の理由から取材相手に金銭を渡すことができず、モハマドは彼に、もう施設に戻る覚悟だと伝えました。出国を阻んでいたのは、わずか85ドルの罰金でした。このことは、脱出への道がいかにか細いものかを物語っています。

人々はいかにして勧誘され、売られ、監禁されるのか

モハマドは、常に監視され、働く人々が外出を許されない施設の様子を語った。彼はほかの6人と共同の寝室で二段ベッドに寝起きし、エチオピア、パキスタン、インド、スリランカ、バングラデシュから人身売買で連れてこられた人々を目にしたという。彼自身を勧誘したのは親しい友人で、その友人は仕事の実態が詐欺だとは知らなかったが、友人の仲介相手は知っていた。働く人々は英語力に応じて約2,000～5,000ドルで元締めに売られ、勧誘業者には7日間の研修期間が終わると手数料が支払われる。モハマドによると、辞めたいと伝えると殴られ、暗い部屋に監禁されたという。元締めに何をされるかを恐れ、逃げ出そうとすらしない人も多い。また、彼がラオスの詐欺拠点で経験したところでは、当局者は金銭を受け取って見て見ぬふりをし、元締めは出入国用のスタンプを所持していたと私に語った。ミャンマーでは今も数百の施設がインドやアフリカで人を勧誘しているという。これらは、彼が自身の体験に基づいて述べた内容である。

実在の女性、ディープフェイク、音声メッセージ

モハマドによると、東南アジアで働く女性たちの中には、実在する本人が関わっているケースもあるという。写真も渡航歴も本物で、元締めの下で歩合制で働いている。捜査当局に尋ねられても、自分の身元情報を盗まれたと言い逃れできる。動機を尋ねると、だまし取った金額の一部が報酬になるからだと彼は言う。被害者が投資に踏み切ろうとすると、詐欺にディープフェイクが使われることもある。ソフトウェアを使い、偽の人物像のSNSにある写真をビデオ通話中の顔に重ねると、被害者には、それまでメッセージをやり取りしていた女性本人のように見える。通話は短く、通信の不具合を理由に切られ、その後に音声メッセージが届く。被害者の子どもや孫が詐欺だと指摘しても、被害者はその映像や音声メッセージを証拠として持ち出す。被害者がよりどころにする証拠そのものが、作り上げられているのだ。

ビデオ通話でディープフェイクを見破る方法

ビデオ通話でディープフェイクを見破るためのモハマドのアドバイスはシンプルです。相手にカメラの向きを変えて部屋を見せてもらいましょう。パソコンが映り込むかもしれません。立ち上がって歩いてもらうのも有効です。顔を動かしたり、頭の向きを変えたりしてもらいましょう。スマートフォンでは、こうした動きにうまく対応できないディープフェイクツールが多いからです。私は、影や光の当たり方の不自然さに気づくこともあると付け加えました。モハマドによると、同じ手口は「デジタル逮捕詐欺」にも使われており、これも東南アジアに起源があると彼は考えています。愛していると言いながら、こうしたお願いをどれも拒む相手には警戒してください。

銀行や法執行機関が詐欺の拡大を食い止められる場面

モハマドは、暗号資産詐欺において銀行が見落としがちな点を指摘しました。銀行は取引を監視していますが、被害者が送金する頃には、詐欺師はすでに相手を説得し終えているのです。彼は、暗号資産への多額の送金を実行する前に、銀行の担当者が顧客と話せるだけの待機期間を設けることを提案しています。目安として挙げたのは、2日ほどでした。私も、送金をいったん待たせることに賛成です。暗号資産の取引履歴がない顧客が、突然ウォレットに数万ドルを送金する。これは、銀行が対応に動くきっかけとなるパターンです。また彼は、やり取りを見れば事の全容が分かるため、捜査機関は早い段階で被害者のWhatsAppのチャットを確認すべきだと考えています。私は、多くの地域の警察署ではこうした詐欺に関する研修が行われておらず、捜査機関向けの詐欺対策研修が重要だと付け加えました。迅速な対応が、被害金の回収につながることもあります。

恥じるべきなのは犯罪者である理由

モハマドによると、最もつらいのはお金を失うことではありません。信じていた相手を失うことであり、それは死別のように感じられることもあります。私も同感です。被害者に落ち度はありません。犯罪のプロがすべての手順を計画していたのであり、やり取りしていた相手は、詐欺の設定資料の中にしか存在しない人物かもしれないのです。モハマドは被害者に、短い動画でもいいので声を上げ、知っていることを捜査機関と連携する人たちに伝えてほしいと呼びかけています。被害者の手元には、捜査に必要なウォレットアドレス、ドメイン、アプリ、チャット履歴があります。私は、被害者が恥を感じずに済むようにし、もっと多くの人が話せるようにしたいと強く思っています。私たちは二人とも、これを人道危機であり、国家安全保障上の問題だと捉えています。モハマドは、こうした詐欺拠点に国際的な圧力をかければ、世界中の詐欺を減らせると考えています。
